As such, in the conduct of all work related to this effort, the selected performer must comply strictly with the International Traffic in Arms Regulation (22 C.F.R. §§ 120-130), the National Industrial Security Program Operating Manual (Part 117 of Title 32, Code of Federal Regulations) and the Department of Commerce Export Regulation (15 C.F.R. §§ 730-774). File Preparation

All subfolders and documents should be collected into a single zip file.  The file upload field will only accept the zip file extension.

  • The zip file should be named:
    "[ORGANIZATION] [OPPORTUNITY].zip"
    Example: "NSTXL - ACME.zip"

  • If submitting multiple proposals, please number or otherwise clearly label each proposal zip.
    Example: "NSTXL - ACME - Proposal 1.zip

CUI Marking: any individual file containing CUI should include "CUI" in the file name.  Any archive file (e.g. zip) containing any CUI documents should include "CUI" in the file name.

File Size: the file size limit is 300mb.  If your proposal zip file is larger, please contact the JDEC Team to request a unique file upload link.
